The distribution in iz-ru-la.zip (source in src.zip, compile log in 00cc02c — search for \cl and \link)
is not installable (at least on 64-bit OS; description of visible problems in
  http://search.cpan.org/~ilyaz/UI-KeyboardLayout/lib/UI/KeyboardLayout.pm#If_data_in_KEYNAME_DEAD_takes_too_much_space,_keyboard_is_mis-installed,_and_(8220)Language_Bar(8221)_goes_crazy
).  Removing a few lines in .C file, inside
  static ALLOC_SECTION_LDATA DEADKEY_LPWSTR aKeyNamesDead[] = {
and rebuilding fixes this.
